Session Description:

Physician remediation addresses gaps in educational, clinical, and other competencies. These programs typically use individualized approaches that include: 1) tailored assessments to identify gaps, 2) prescriptive educational plans based on assessment findings, and 3) documentation of competence once the program is complete. Increasing attention is being given to identifying key barriers—often multiple—before remediation begins. Psychological safety is also essential, as are clear goals that shape both the process and outcomes. We will also review an assessment tool that supports a positive mindset and offers insight into individual strengths.

About the Presenters:
Dr. Ainslie Mihalchuk 


Ainslie Mihalchuk, MD CCFP FCFP, is the Registrar and CEO of The College of Physicians and Surgeons of Manitoba (CPSM). She graduated from the University of Winnipeg (BA/BSc) and received her medical degree and BSc Med from the University of Manitoba.

Dr. Mihalchuk spent over a decade in healthcare administration during a significant provincial health system transformation and was Chief Medical Officer of the Winnipeg Regional Health Authority, the largest regional health authority in Manitoba.

A common anchor throughout her career has been a focus on quality of care and a commitment to improving outcomes for patients receiving medical care and the medical professionals who deliver it.

As Registrar and CEO at CPSM, she draws on her experience in transformational leadership to shape regulation by fostering trust, accountability, and integrity in the medicine profession. Her humanistic approach to regulation has led to increased engagement and more positive relationships with registrants.

She currently serves as a Council Member of the Medical Council of Canada, member-at-large of the Federation of Medical Regulatory Authorities of Canada Governance Committee, and non-regional Director of the International Association of Medical Regulatory Authorities.

She has maintained a clinical practice during her leadership roles to remain connected to the full spectrum of challenges and issues in the healthcare system.


Dr. Robert Steele is a board-certified Family Physician who has been involved in physician assessment, reentry, and remediation for more than 26 years.  In addition to 18 years of clinical practice, he has served as an Assessor and Medical Director for both the University of Wisconsin School of Medicine and Public Health Assessment Program (2001-2012) and the Texas A&M University KSTAR Doctor Program (2013 – 2023). Although retired from Texas A&M in 2023, he continues to work part-time at the Rural and Community Health Institute, assisting with KSTAR assessments and conducting Mortality Reviews for the State Supported Living Centers at Texas Health and Human Services. His ongoing interests include physician return to practice and the optimization of physician remediation.
